He served in the United States House of Representatives from both the 13th and 19th Districts of California from March 5, 1974 to January 3, 1993.
He served as a pharmacist mate in the United States Navy from 1944 to 1946. After his military service, he attended both the University of California, Santa Barbara and the University of Santa Clara University School of Law where he earned his B.A. and J.D. degrees.
He was admitted to the bar in 1954 and later practiced law in Ventura. In April of 1958, he was elected to the Ojai (CA) City Council and later that year, was chosen to serve as mayor of the city. He served in this position until 1961 when he was elected to the California State Senate.
He remained in the State Senate until March of 1974 when he was elected, as a Republican, in a special election to fill the Congressional seat of Rep. Charles Teague, who passed away in office. He would go on to serve in Congress for nine terms until losing in the Republican Party primary to Michael Huffington in 1992.
During his House tenure, he specialized in environmental concerns, foreign affairs (particularly Latin America), and battling illegal drug trafficking. After his Congressional service, he remained active on various community boards.
