Gustavo Pena Velasco, known by hs nickname “El Halcon,” was a Mexican football defender and manager. He began playing football with local side CD Oro. He played for nearly twenty years in the Primera División with Oro, Cruz Azul, Monterrey and Club de Futbol Laguna.

He earned 82 caps and scored 3 goals for the Seleccion de fútbol de México (Mexico national team) from 1961 to 1974, and captained the team in FIFA World Cup tournaments, in 1966 in England, and in 1970 in Mexico. He was manager of several clubs from 1977 to 1983, including Tampico Madero, Leones Negros, Monterrey and the Mexico national football team in 1979.
His son was also a soccer player Felipe Peña, who played for América and Tiburones Rojos del Veracruz in the Primera División during the decade of the 90s and the first years of the 21st century.
