Guillermo Rodrigo Teodoro Ortiz Mondragón was ordained a deacon on December 15, 1974, and on June 6, 1976, he became a priest.
On January 24, 2000, Pope John Paul II appointed him auxiliary bishop of the Archdiocese of Mexico and on March 4 of this same year, Cardinal Norberto Rivera Carrera consecrated him bishop and appointed him vicar general of the Archdiocese of Mexico and vicar of the Episcopal Office of the Episcopal Vicariate of Santa María de Guadalupe.

Guillermo was elected and appointed president of the Episcopal Commission for the Pastoral of Social Communication in November 2000, a position he held until 2006.
He was also the official spokesperson for the V visit of John Paul II to Mexico and on October 19, 2005 His Holiness Benedict XVI appointed him bishop of the Diocese of Cuautitlán, being the second bishop. He took office on November 23, 2005, until his death.
