He served as the Governor of Montana from January 2, 1989 to January 4, 1993.

He was originally from Canada and moved to Montana as a teenager. After serving with the U.S. Armed Forces Broadcast Network during the Korean War, he became involved in radio and eventually owned local stations. In 1969, he was elected to the Montana State Senate and served there for the next sixteen years.
