He earned a PhD at Michigan State University and later taught at both Egyptian universities and training institutes. His career in the political world began as an economic advisor during the 1960s and early 1970s. In 1976, he was appointed governor of the New Valley State and then a year later, became governor of the Bani Suef State.

He was appointed as director of the National Planning Institute later in 1977 and held this position until 1982, when he was appointed the minister of planning by President Hosni Mubarak. He went on to serve as both minister of international cooperation and deputy prime minister. ‘

On January 2, 1996, he was appointed prime minister by President Mubarak and served in this position for the next three years. As prime minister, he was widely credited with enacting several landmark laws, working to privatize key state-run companies in a largely bloated and ineffective public sector and taking the helm on major development projects.

He left the public spotlight after leaving office in 1999, but came back in 2011 to lead the government again as prime minister. He remained in the position until June of 2012 when a new government took office.
