Mexican Sociologist, Researcher, Professor, Academic and Human Rights of Migran Defender. Jorge Agustín Bustamante Fernández specialized in the global phenomenon of international migration. He highlighted his work in favor of the human rights of migrants. He founded in the city of Tijuana the Centro de Estudios Fronterizos del Norte de México (Center for Border Studies of Northern Mexico) (CEFNOMEX) in 1982, which would change its name to El Colegio de la Frontera Norte (The College of the Northern Border).

Colef is a prestigious Mexican institute of higher education, specializing in teaching and research in the social sciences with focus on border issues.

It is also considered one of Mexico’s think tanks. He served as a professor of sociology at the University of Texas in Austin; at the University of California in Riverside; at El Colegio de México; at the Institut d’Etudes Politiques in Paris; and at the National Autonomous University of Mexico (UNAM). In addition, he obtained the distinction of Emeritus National Researcher from the Consejo Nacional de Ciencia y Tecnología (National Council of Science and Technology) (Conacyt).

In 1988 he won the National Science Award and in November 1994 he received the National Demographic Award for his research work on migrations from Mexico to the United States. Bustamante wrote more than 200 scientific publications on Mexico-United States international migration issues and about the population of Mexican origin in the United States, including the newspapers “Excélsior,” “Milenio Diario,” “Reforma” and “The New York Times.” He was also appointed UN Special Rapporteur for the Human Rights of Migrants as of July 29, 2005, a position he held until June 2011.
