Albanian Statesman. He served as the 29th Prime Minister of Albania from March 11, 1997 to July 24, 1997. He studied economics at both the University of Tirana and the United States and later became an economist. He joined the Socialist Party early on in his career.

In 1992, he was elected mayor of Argyrokastro, a position he held for the next four years. He was appointed prime minister of a national unity government by President Sali Berisha on March 11, 1997 after a rebellion broke out in the country and brought down the previous government. He remained as prime minister until stepping down later in the year in favor of party leader Fatos Nano.

He continued to serve as deputy prime minister under Nano for the next year. He would continue to be involved in the political scene as both minister of local government and a member of parliament. He passed away of complications from Covid-19.
