Former Shadow US Senator, PR
Puerto Rico Governor. He served as the 5th Governor of Puerto Rico from January 2, 1977 to January 2, 1985. He attended Yale University, where he earned a B.A. in political science and economics in 1953.
That same year, he enrolled at the University of Puerto Rico Law School and later became a licensed lawyer. He was a founding member of the New Progressive Party in 1967 and the next year, was elected mayor of San Juan.

He would serve in this position for the next eight years before defeating Gov. Rafael Hernandez Colon for the governorship of Puerto Rico in 1976. His governorship would span the next eight years before ending with his loss in the 1984 election to former Gov. Colon.
In 1986, he was elected to the Puerto Rico Senate and served in this seat for one term before stepping down two years later. He went into private law practice for several years before he was elected Resident Commissioner of Puerto Rico in 1992.
He served in this position for the next eight years before losing a bid for a third term in 2000 to the PPD’s Anibal Acevedo Vila. During his tenure as Resident Commissioner, he campaigned for Puerto Rican statehood, successfully proposed to Congress the derogation of the 936 tax code and endorsed the Young Project, which sought to call a referendum to resolve Puerto Rico’s political status.
After leaving the Resident Commissioner position, he remained active in party politics and in 2017, he was appointed an United States Shadow Senator, a post he held until his passing. He passed away from complications of an urinary tract infection.
